Ebay is a good source if you know what you are doing... I would not recommend it for a newb, especially if this is your first time and its a big investment for you.
DuAll (NYC) did put a Arri S up in auction several weeks ago - It sold for less than $1000 and if I remember correctly this is what it came with:
Camera Body
3 Speed Motor
3 (YES 3) Prime lenses (Schneider)
1 Zoom lens (Angnx)
couple of cables
Battery and Charger
Best of all rehauled by DuAll recently and guaranteed not 2B DOA.
That was a nice deal. Arri 16S goes for about 800-1500 in Ebay. It is usually about 1200-2200 in regula shops (price is usually for a kit - 1 to 3 Schneider lens or 1 Angx zoom lens, motor, battery, charger, 1 400 mag and a case.

Wow the Arriflex deal sounds like a steal. I have been giving this purchase some thought. Since I am just getting into 16mm I think maybe the Canon Scoopic might be the way to go. It seems like a good starter camera and the only setbacks are the small loads of film. Canon glass is supposed to be good. I really wish I could experiement with double exposures and a matte box but all in due time. Anyone out there looking to get rid of one of these guys?

You will out grow the Cannon quicker than you can say "Action".
There is a CP-16R package on 24fps.com for 1000 bucks that would be smarter than a Scoopic.

I know people bid even past $1000 on some items, but the reserve was much higher on the auctions I saw.
I'd also agree that you'd get more out a CP-16R in the long run, than a Canon Scoopic. They are DAMN quiet (but not so quiet that I didn't have to blimp it when using one for an indoor shoot) and crystal synched. Unfortunately they don't have variable film speeds, reverse filming for double exposure, or some of the other things you asked about. But if you are going to do a sound sync film I say $1000 is a great deal on a CP-16R. Mine cost me $1200 and still had to pay another $200 to fix the lens (of course the seller never told me about the lens problem). I'm not bitter or anything . . .

The link will not appear in an Ebay completed aution search. It was more than a month. At least twice a month a Arri S in that price range appears. I know this since I am too is planning to get my first 16mm cam next year. I have worked with some already so I am either getting a CP16R or an Eclair 16 (the french version). A complete 16 will cost about 3000-4000. A beginners kit for Eclair is about $3500 (body, 1 lens, wires and 1 400mag).
I would contact DuAll and tell them what you need and price range.
With Ebay - be patient. No point of rushing.

nice to hear what you guys got going down there.
Also, there are converters for the CP 16 mount ot either C mount or Arri mount.
